What can be learned from the EU ETS for Chinese carbon markets?

My Initiative for Sustainable Energy Policy (ISEP) policy brief about EU and Chinese emissions trading has been reprinted in the latest issue of EuropeNow, published by Columbia University’s Council for European Studies. I essentially argue that cap setting and non-compliance enforcement are the key political levers to make carbon markets work effectively. If the Chinese administration gets these right, the Chinese market might have great potential to lead the way towards a globally more integrated carbon market.
